The family of Shubham Dwivedi, who lost his life in the horrific Pahalgam terror attack of April 22, 2025, has expressed relief and satisfaction after the National Investigation Agency (NIA) officially confirmed Pakistan’s involvement in the massacre through a detailed chargesheet. The legal document, filed on December 15 before a special NIA court in Jammu, clearly outlines how Pakistan-based terror groups planned and executed the deadly attack that killed 26 people.
For the victims’ families, the chargesheet brings long-awaited validation. It confirms what they believed from the very beginning—that the attack was not an isolated act of violence, but a well-orchestrated cross-border terror conspiracy.
Victim’s Family Calls Chargesheet a Moment of Truth
Shubham Dwivedi’s father, Sanjay Dwivedi, said the NIA findings have exposed the truth beyond doubt. According to him, the investigation has proven that Pakistan and terror outfits operating from its soil were directly responsible for the killings.
“From day one, it was clear that Pakistan-backed terrorists were behind this attack. Today, the chargesheet has officially confirmed it,” he said. He also praised the NIA for conducting a thorough and time-bound probe, calling it a crucial step toward justice.
Shubham’s wife, Aishanya Dwivedi, echoed the sentiment. She thanked the government and investigating agencies and demanded the harshest possible punishment for everyone involved, including Indian nationals who assisted the terrorists. She stressed that the country must stand united against terrorism sponsored from across the border.
NIA Names Pakistan-Based Terror Groups
The 1,597-page NIA chargesheet names seven accused, including Pakistan-based terror handlers, militants, and their local facilitators. Most notably, it formally indicts Lashkar-e-Taiba (LeT) and its proxy outfit The Resistance Front (TRF) as organizations responsible for planning, funding, and executing the attack.
This is a major legal development, as it is reportedly the first time LeT has been charged as a legal entity in connection with a terror attack in India under the new criminal framework.
Key Accused and Direct Pakistan Link
At the centre of the conspiracy is Sajid Jatt, a senior Lashkar-e-Taiba commander operating from Pakistan. The NIA has identified him as the main handler who coordinated the attack remotely and issued operational instructions to the attackers.
The chargesheet also names the three Pakistani terrorists who carried out the killings at Baisaran meadows in Pahalgam:
- Faisal Jatt alias Suleman Shah (LeT commander)
- Habeeb Tahir alias Jibran
- Hamza Afghani
All three were Pakistani nationals affiliated with Lashkar-e-Taiba. They were later killed by Indian security forces during Operation Mahadev in July 2025 in Dachigam, near Srinagar.
Scientific Evidence Strengthens Case
According to the NIA, strong forensic and ballistic evidence directly links the slain terrorists to the Pahalgam attack. Weapons recovered during Operation Mahadev matched cartridges found at the attack site, leaving little room for doubt about their involvement.
In addition, two local residents—Parvaiz Ahmad Jothar and Bashir Ahmad Jothar—have been chargesheeted for sheltering the Pakistani terrorists and helping them evade security forces.
Severe Charges Invoked
The NIA has booked the accused under multiple stringent laws, including provisions of the Bharatiya Nyaya Sanhita (BNS), the Arms Act, and the Unlawful Activities (Prevention) Act (UAPA). Among the most serious charges is “waging war against India,” underscoring the gravity of the crime.
Investigators described the probe as a “meticulous scientific investigation” that traced the entire terror network—from on-ground execution to handlers operating from Pakistan.

For families of the victims, the chargesheet represents more than a legal document. It is a step toward accountability and recognition of the pain they endured. While the loss remains irreversible, the confirmation of Pakistan’s role has reinforced calls for stronger global action against state-sponsored terrorism.
